     of the Department of Defense Appropriations Aot$ 1970# Public Law
     No, 95-111, Septetb 21, 1977, 91 Stat. 908, on our deision,
     B-187112, September 16, 1976.

         At the outset, ve must infoem you that f'ormal decisiono girt
     gernrally rered only to heads of deprtmznts and agencies, die-
     burnin; and certifying ofticerq, or to c4laimnt who have filed
     monetary c alims with our Off ice. See 31 U..S.C, 74 and 82d.(1970).
     However, we believe that the folowing in ormtion my prove help-.
     ful to you,
