         DIGEST

         1. Protest is denied where the agency's decision to amend, rather than cancel, the
         solicitation was not improper where there was no prejudice to the protester and,
         under the facts of this procurement, cancellation would not have increased
         competition.

         2. Protest is denied where the agency allowed sufficient time after amendment of
         the solicitation for revision of proposals.
         DECISION

         Raytheon Company, of Tewksbury, Massachusetts, protests the terms of an
         amendment to request for proposals (RFP) No. FA8730-13-R-0001, which was
         issued by the Department of the Air Force in order to acquire three-dimensional,
         expeditionary, long-range radar (3DELRR) modules. The protester contends that
         the amendment is so substantial that, under the Federal Acquisition Regulation, the
         agency was required to cancel the solicitation. Raytheon also asserts that the
         amendment fails to address the underlying structural problem in the solicitation and
         that the agency improperly used offerors' cost data in restructuring the procurement.
         Finally, the protester alleges that offerors were not allowed sufficient time to revise
         their proposals following changes made to the solicitation in a subsequent
         amendment.
