1. Protest challenging agency's technical evaluation is denied where the agency
evaluated quotations in accordance with the stated evaluation criteria and did not treat
vendors unequally.

2. Protest challenging agency's failure to seek clarification from the protester regarding
an identified weakness is denied where correcting the weakness would have required
discussions.

3. Protest challenging agency's price evaluation is sustained where the agency failed to
meaningfully compare vendors' price quotations on an equal basis.
