DIGEST

Protest challenging an agency's evaluation and award decision is denied where the
agency's evaluation was reasonable and consistent with the terms of the solicitation.
DECISION

ASRC Communications, Ltd., of Beltsville, Maryland, protests the award of a contract to
OST, Inc., of Washington, DC, under request for proposals (RFP) No. W900KK-1 5-R-
0012, issued by the Department of the Army, Army Contracting Command-Orlando, for
system engineering and technical assistance (SETA II) services. ASRC challenges the
agency's evaluation of proposals and source selection decision.

We deny the protest.

BACKGROUND

The RFP, anticipating a single award indefinite-delivery, indefinite-quantity (IDIQ)
contract, was issued on August 11, 2015, as a small business set-aside, and sought
proposals to provide support services for the agency's Program Executive Office for
Simulation, Training, and Instrumentation (PEO STRI) for a 60-month period. RFP
at 28. The RFP was issued under Federal Acquisition Regulation (FAR) part 15, and
stated that award would be made to the offeror providing the best value to the
