DIGEST

1. Protest challenging agency's evaluation of the offerors' proposals under the mission
capability factor is denied where the evaluation was reasonable and in accordance with
the solicitation's stated evaluation criteria.

2. Where solicitation required submission of past performance questionnaires and
provided that the responsibility for their submission rests solely with the offeror,
agency properly did not consider the past performance of protester's subcontractors for
which questionnaires were not submitted.
DECISION

Battelle Memorial Institute, of Columbus, Ohio, protests the Defense Threat Reduction
Agency's (DTRA) award of a contract to Leidos, Inc., of Reston, Virginia, pursuant to
request for proposals (RFP) No. HDTRA-16-R-0001, to provide support for DTRA's
cooperative biological engagement program (CBEP) and science and technology
engagement partnership (STEP) program. Battelle protests that the agency
misevaluated the offerors' proposals.


We deny the protest.
