  Dear Mr. Stratton;

       As requested in your June 14, 1974, letter, we reviewed
  tne extent uf hzinj and the amount of corbat traininn at
  the so:vic  acadeuis and the number of acatvntv graduates on
  vctive duty with coIbat asslgnments.  We did our work at the
  services headquarters, the U.S. Military Academyv, the U.S.
  Ntal Acaey, and the U.S. Air Force Academy.
  RAZINC AM D H? R;SSMENT

       Hazing of cadets and midshipmen is prohibited by 1;w,
  and harassment is cronibited by academy policy. Academy of-
  ficial: told us trat, aithouch sore activities  ,er1itted under
  their fouzth cl.ss (freshman) systems may be perceived as
  harassment by caetc and   iidshxcgen, these systems are train-
  inq programs de1 -rnd to develop character and self-discipline
  in the tourtn iassmen through activities which pl-ce tnem
  under stress.

       Fxamnles of activities which could be perceived as harass-
  ment are as follows:

       --Fourth classnen are not permitted in desiP  ted areas
         of certain uildinos or in some outdoor areas.
