    Dear Mr. Chairman:

         Your letter of March 7, 1978, asked for our views on S. 245,
    a bill to permit military service performed by an individual
    after 1956 to be credited under the civil service retirement
    program, even though such individual is eligible for social
    security benefits, but requiring the civil service annuity to be
    offset by the amount of his social security benefit that is
    attributable to his military service; and S. 408, a bill to
    extend certain benefits to former employees of county committees
    established pursuant to section 8(b) of the Soil Conservation
    and Domestic Allotment Act.

         As indicated in our letter of March 2, 1977, to the
    Chairman, Committee on Governmental Affairs, (copy enclosed) we
    recommend disapproval of S. 245. The reasons for our opposition
    are explained in that letter, and we believe our concerns are
    still valid. In our opinion, the current provisions regarding
    military service retirement credits are preferable to the
    provisions proposed by S. 245.

I        We have no information to provide comments on S. 408. It
    does appear to us, however, that the changes proposed by S. 408
    are reasonable.
