Dear Mr. Reynolds:

    We have completed a limited survey of'the Veterans
Administration (VA) radiology program at VA central office
and the radiology service units of the Cleveland, Ohio, and
Pittsburgh# Pennsylvania, VA Medical Centers.

    We found that the Cleveland VA Medical Center's $1.5
million expansion of its radiology facility may no longer be
justified based on recent patient workload data. In addition,
the Pittsburgh VA Medical Center spent about $350,000 to replace
existing radiological equipment. However, due to conflicting
information relating to replacement of the equipment at the
center, it is difficult to determine whether all of the equip-
ment had to be replaced when it was. VA needs to periodically
reassess expansion plans and equipment needs of VA radiology
service facilities to ensure that the investment of resources
is warranted.

Cleveland VA Medical Center

    At the Cleveland VA Medical Center the radiology service
uhit in 1974 took steps to expand its facility from 7 to 12
examination rooms and augment its x-ray equipment inventory.
This project was estimated to cost about $1.5 million--about
$450,000 to renovate five rooms and about $1,050,000 for new
equipment. This expansion had been justified by the center
and approved by VA central office at a time when there was
an upward trend in the number of radiology examinations,
conducted. The expansion justification submitted by the
Cleveland medical center showed that about 228 examinations
per day were being conducted, and projected that by 1976
daily examinations would reach over 400. According to VA
central office officials, once an expansion plan is approved,
updated assessments regarding the need to expand are not
required.
