     Further reference is made to your letter dated October 25,
19721, and aubsequient core spondence, protesting on behalf of EMS
Industries, Inc. (uS) apinat s xrd to P           Sethods, Inc.
(9a) under REP 5-76034/7i5- (Pfl.-715) issued by the Goddard Space
Flit Center (GSC),    ationmal Aerozsties and Spae Adluisra-
tion (XAM).

     The abov-refereneed solcitation was for sonperwnal ser-
vices, utilizing prof esional and ncmprofesmival dktills associ-
ated ith data processiug, needed for operatimn of the National
SAce Science Data Center (aSMS).  me nw   conteMlated waxd of
a wost-plus-award-fee contract for a period of two. years, com-
meneing January 1, 1973, with PA additiona @-ytar extension-
available to the Gaovrnmnt.

pr posals were thmn evaluated by a Soe ?voluation Board (=)
under criteria estblished prior to isuace of the M7?. Written
ad oral disussions were conducted with the six offerors, includ-
ing Ba and M, considered to be within a competitive rsg, Pro-
posal revisions sumitted as a result of these discussios were
also evaluated by the M.

     In its report of August 17, 1972, the SE concluded that MIR
was the best qualified techniual, and X4S was next best. The
scores of VI and M, while substantially higher than the four
other offerors in the cmpetitive range, were so close to each
