DECISION Evolver, Inc., of Reston Virginia, and Armed Forces Services Corporation (AFSC), of Arlington, Virginia, protest the terms of request for proposals (RFP) No. QTA0016JCA0003, issued by the General Services Administration (GSA), for the award of 60 contracts supporting the agency's Alliant 2 program. The protesters argue that certain terms in the solicitation are unduly restrictive of competition. We deny the protest. BACKGROUND The Alliant 2 procurement was designed by GSA to establish multiple indefinite- delivery, indefinite-quantity contracts, under which fixed-price, cost-reimbursement, time-and-materials, and labor-hour task orders could be issued for a broad range of information technology services.
