DECISION Teracore, Inc., of Herndon, Virginia, protests the decision by the Department of Homeland Security (DHS) not to award a contract to the firm under request for proposals (RFP) No. HSHQDC-14-R-00009 for Program Management, Administrative, Operations (Clerical) and Technical Services (PACTS II). The protester challenges DHS's evaluation of Teracore's corporate experience. We deny the protest.
