         DIGEST

         1. Protest that the Small Business Administration (SBA) improperly accepted a
requirement into the 8(a) program without first determining whether doing so would
have an adverse impact on existing small business concerns is denied where the
requirement qualifies as new under SBA's regulations, and consequently, no

program because the requirement was alleged to have been previously solicited as
a small business set-aside is denied where the requirement is new and was not
         previously advertised.

         3. Protest that solicitation should have been issued as a competitive 8(a) set-aside
is denied where the anticipated value of the award does not exceed the threshold
         above which competition is required.
