An agency's best value decision that fails to consider the
evaluated technical differences in the firms' proposals is
not reasonable.
DECISION

Aegis Defense Services, LLC, of Arlington, Virginia, protests
the issuance of a task order to Global Integrated Security
(USA), Inc., of Reston, Virginia, under task order request
for proposals (TORP) No. 2011-0006, issued by the Department
of State for protective services in Basrah, Iraq. Aegis
challenges the agency's evaluation of technical proposals and
source selection decision.

We sustain the protest.
