Subject: Department of Defense, General Services Administration, and National
        Aeronautics and Space Administration: Federal Acquisition Regulation; Fair
        Pay and Safe Workplaces

Pursuant to section 801 (a)(2)(A) of title 5, United States Code, this is our report on a
major rule promulgated by the Department of Defense (DOD), General Services
Administration (GSA), and National Aeronautics and Space Administration (NASA)
(collectively, the agencies) entitled Federal Acquisition Regulation; Fair Pay and Safe
Workplaces (RIN: 9000-AM81). We received the rule on August 22, 2016. It was
published in the Federal Register as a final rule on August 25, 2016. 81 Fed. Reg.
58,562.

The final rule, issued jointly by DOD, GSA, and NASA, amends the Federal Acquisition
Regulation (FAR) to implement Executive Order 13,673, Fair Pay and Safe Workplaces.
The Order is designed to increase efficiency and cost savings in federal contracting by
improving contractor compliance with labor laws. The Department of Labor
simultaneously issued final guidance to assist federal agencies in implementation of the
Executive Order in conjunction with the FAR final rule.

Enclosed is our assessment of the agencies' compliance with the procedural steps
required by section 801 (a)(1)(B)(i) through (iv) of title 5 with respect to the rule. Our
