DECISION V3Gate (V3), of Colorado Springs, Colorado, protests the award of a contract to Education Management Solutions, LLC (EMS) under request for quotations (RFQ) No. VA1 18-16-R-0768 issued by the Department of Veterans Affairs (VA) for a video simulation management system. The protester challenges the agency's technical and past performance evaluations and its best-value determination. We deny the protest.
