Gentlemen:

     Subject: File 1-456, GBL-No. K-6670825

     We again refer to your wire, and subsequent letter of April 13,
1978, requesting the Comptroller General of the United States to review
the General Services Administration's settlement action in recovering
by setoff an alleged overcharge on Government bill of lading (GBL)
No. K-6670825. Our records show that this bill of lading is included
in American Farm Lines, Inc. v. United States, Court of Claims No.
197-78, filed May 5, 1978.

     The settlement action that formed the basis of your request for
review is now within the jurisdiction of the United States Court of
Claims for adjudication, and we will take no further action on it, con-
sistent with our policy in such cases. Since Container Transport In-
ternational, Inc. v. United States, 468 F.2d 926 (Ct. Cl. 1972) shows
that a shipment under a GBL is a single cause of action, regardless of
how many different kinds of transportation charges maybe involved in
the shipment, any amount due American Farm Lines on this GBL will be
finally determined by the Court.
