         DIGEST

         Protest challenging the evaluation of proposals and best-value determination is
         denied where the record shows that the agency reasonably evaluated the
         differences between the protester's and the awardee's proposals, and ultimately
         found the awardee's proposal to offer more technical advantages at a lower
         evaluated cost.
         DECISION

         Sevenson Environmental Services, Inc., of Niagara Falls, New York, protests the
         award of a task order to CB&I Federal Services LLC, of Alexandria, Virginia, under
         task order request for proposals (RFP) No. MATOCS-15-R-HO14, issued by the
         Department of the Army, Corps of Engineers (USACE) for environmental
         remediation services at the Welsbach/General Gas Mantle (Welsbach/GGM)
         superfund site.' Sevenson challenges the agency's evaluation of its proposal, the
         awardee's proposal, and the source-selection decision.


         1 The awarded value of the task order at issue exceeds $10 million. Accordingly,
         this procurement is within our jurisdiction to hear protests related to the issuance of
         task orders valued in excess of this amount. See 10 U.S.C. § 2304c(e)(1)(B).
