         DIGEST

         Protest of an agency's technical evaluation is denied where the evaluation was
         reasonable and consistent with the terms of the solicitation.
         DECISION

         Science Applications International Corporation (SAIC), of McLean, Virginia, protests
         the issuance of a task order to BRTRC Federal Solutions, under task order request
         (TOR) No. W56HZV-1 5-X-BC01, issued by the Department of the Army, U.S. Army
         Contracting Command, for services related to platform integration of various
         systems onto military tactical vehicles. SAIC challenges the Army's evaluation of
         proposals under the solicitation's non-price evaluation factors.

         We deny the protest.

         BACKGROUND

         The TOR was issued pursuant to Federal Acquisition Regulation (FAR) subpart
         16.5 to firms holding indefinite-delivery, indefinite-quantity (IDIQ) contracts under
         the Equipment Related Services (ERS) family of Strategic Services Solutions
