DIGEST

1. Protest is denied where the record demonstrates that the source selection
authority reasonably disagreed with lower-level evaluators concerning the merits of
the protester's proposal under the solicitation's most important evaluation factor.

2. Protest challenging the agency's past performance evaluation is denied where
the record shows that the agency's evaluation was reasonable and was not based
on unequal treatment of the offerors.
DECISION

Sodexo Federal Services, Inc., of Gaithersburg, Maryland, protests the award of a
contract to Guest Services, Inc. (GSI), of Fairfax, Virginia, under request for
proposals (RFP) No. 2014-13120500002, which was issued by the Central
Intelligence Agency (CIA), for combined hospitality and executive food services
(CHEFS). Sodexo challenges the CIA's evaluation of proposals and selection
decision.


We deny the protest.
