          DIGEST

          Protest challenging an agency's conduct of discussions, technical evaluation, cost
          realism analysis, and best-value tradeoff determination is denied where the record
          demonstrates that the agency's actions were reasonable and consistent with the
          terms of the solicitation.
          DECISION

          Priority One Services, Inc. (Priority One), of Alexandria, Virginia, protests the award
          of a contract to Charles River Laboratories, Inc. (CRL), of Wilmington,
          Massachusetts, by the Department of Health and Human Services, National Library
          of Medicine under request for proposals (RFP) No. NIH-LM2014115 for operation
          and maintenance of the Alamogordo Primate Facility (APF) in Alamogordo, New
          Mexico.

          We deny the protest.

          BACKGROUND

          The APF houses 160 chimpanzees that were previously used as medical research
          subjects and infected with viruses, such as Hepatitis C and Human
          Immunodeficiency Virus in experiments funded by the Public Health Service. Supp.
