         DIGEST

Protest challenging the agency's award decision is denied where the source
selection authority reasonably identified relevant technical distinctions between the
offerors' proposals, and reasonably concluded that the protester's higher-priced
proposal was not worth a price premium as compared to the lower-priced, lower-
technically rated proposals of certain awardees.
