         DIGEST

         1. Protest challenging agency's evaluation of sample task responses using model
         answers that were not disclosed to offerors is denied where the record shows that
         the evaluation was reasonable and consistent with the solicitation.

         2. Protest that agency failed to meaningfully consider all evaluation factors when
         establishing competitive range is denied where record reflects that agency's
         competitive range determination was reasonable and consistent with the solicitation.
         DECISION

         Harris IT Services Corporation, of Herndon, Virginia, protests the exclusion of its
         proposal from the competitive range under request for proposals (RFP) No. VA1 18-
         15-R-0558, issued by the Department of Veterans Affairs (VA) for information
         technology (IT) services.' The protester challenges the agency's evaluation of its
         technical proposal and contends that the VA failed to meaningfully consider all of
         the evaluation factors when establishing the competitive range.

         We deny the protest.

         1 The procurement at issue is commonly referred to as the Transformation Twenty-
         One Total Technology Next Generation procurement, or T4NG. Contracting
         Officer's (CO's) Statement at 1.
