         DIGEST

         1. Protest that awardee should have been excluded from the competition based on
         an alleged biased ground rules organizational conflict of interest (OCI) is denied
         where the protester did not identify hard facts indicating the existence of a conflict,
         and the contracting officer reasonably determined no conflict existed.

         2. Supplemental protest based on newly-learned (but previously readily-available)
         information related to an earlier OCI protest ground is dismissed as untimely where
         it fails to independently meet GAO timeliness requirements and represents an
         unwarranted piecemeal development and presentation of arguments.

         3. Protest alleging that the agency improperly evaluated proposals is denied where
         the evaluation was reasonable and in accordance with the solicitation's evaluation
         criteria.
         DECISION

         MILVETS Systems Technology, Inc., of Orlando, Florida, protests the issuance of a
         task order to Alliant SB CTA, LLC (ASC), of Omaha, Nebraska,' under request for
