         DIGEST

Protest challenging agency's evaluation of awardee's proposal is sustained where
record shows that agency initially identified a deficiency in awardee's proposal that
precluded award to the firm, and the record does not support the agency's
conclusion that the firm's revised proposal provided a reasonable basis to eliminate
         the deficiency.

ASRC Communications, Ltd., of Beltsville, Maryland, protests the award of a

addition to those discussed here, but subsequently withdrew them. Protester's
