           DIGEST

           1. Protest alleging that the awardee's proposal violated the solicitation's
           subcontracting limitation clause is denied where the awardee's proposal did not,
           on its face, indicate that the awardee would not comply with the limitation.

           2. Protest alleging that the agency was required to evaluate and accept an
           alternate price proposal is denied where the solicitation did not permit the
           submission of alternate proposals.

           3. Protest that the awardee's proposal was technically unacceptable because it
           failed to comply with the solicitation's experience requirements is dismissed where
           the protester failed to timely file comments in support of this ground.
           DECISION

           Geiler/Schrudde & Zimmerman JV (GSZ), a service-disabled veteran-owned small
           business (SDVOSB), of Cincinnati, Ohio, protests the award of a contract to
           Innovative Support Solutions, Inc. (ISS), a SDVOSB, of Elmhurst, Illinois, under
           request for proposals (RFP) No. VA249-15-R-0311, which was issued by the
           Department of Veterans Affairs (VA) to upgrade the chiller plant at the VA Medical
           Center in Lexington, Kentucky. GSZ alleges that its proposal was the lowest-priced,
           technically acceptable, and that it should have received the award.


We deny the protest in part and dismiss it in part.
