DECISION Celta Services, Inc., a small business of Kenner, Louisiana, protests the award of a contract to Diversitech, Inc., of Cincinnati, Ohio, under request for proposals (RFP) No. AG-32SD-S-14-0001, issued by the Department of Agriculture (USDA), Agricultural Research Service (ARS), for operations and maintenance support services. Celta challenges the agency's evaluation and source selection decision. We sustain the protest.
