Protest that the agency conducted an improper evaluation of the offerors' past performance records is denied where the record reflects that offerors were assigned the same ratings based on the relevance and quality of their past performance records. 3. Protest that the agency conducted misleading and unequal discussions is denied where the record reflects that the protester was not misled during discussions but chose to increase its proposed costs based on its own business judgement.
