         DIGEST

         Protests challenging the agency's evaluation of offerors' technical proposals and
         past performance, and the selection decision, are denied where the record
         demonstrates that the agency's evaluation was reasonable, and the other protest
         grounds are either untimely or not prejudicial.
         DECISION

         lAP World Services, Inc. (lAP), of Cape Canaveral, Florida, and Jones Lang LaSalle
         Americas, Inc. (JLL), of Chicago, Illinois, protest the award of a contract to Jacobs
         Technology, Inc. (Jacobs) of Pasadena, California, under request for proposals
         (RFP) No. NNA14497087R, which was issued by the National Aeronautics and
         Space Administration (NASA) for maintenance support services at Ames Research
         Center at Moffett Field, California. Both protesters challenge NASA's evaluation of
         their respective proposals and the agency's best value tradeoff decision, and lAP
         challenges the agency's evaluation of Jacobs' proposal.
