DIGEST Protest of the rejection of the protester's proposal is denied, where the agency reasonably found, consistent with the stated evaluation criteria, that the protester's proposed key personnel failed to satisfy the solicitation's minimum requirements. DECISION ICI Services Corporation, of Virginia Beach, Virginia, protests the Department of the Navy's elimination of its proposal from the competition under request for proposals (RFP) No. N00024-13-R-3042, for professional support services for the Program Executive Office (PEO) for Integrated Warfare Systems (IWS). ICI challenges the agency's determination that two of ICl's key personnel failed to meet the solicitation's minimum requirements. We deny the protest. BACKGROUND The RFP was issued as a small business set-aside on December 20, 2012, to firms holding Seaport-Enhanced multiple award indefinite-delivery, indefinite-quantity (IDIQ) contracts.'
