          DIGEST

          1. Protest that agency failed to conduct a reasonable cost/technical tradeoff is
          sustained where the record shows that the agency did not consider cost to the
          government as part of its award decision and, to the extent the tradeoff considered
          non-cost features of proposals, it was inadequately documented.

          2. Protest that agency unreasonably failed to consider protester's relevant, positive
          past performance information that was close at hand is sustained where, under the
          circumstances, it was unreasonable for the agency not to consider such information.
          DECISION

          DKW Communications, Inc., of Washington, D.C., protests the issuance of a task
          order to Agile Defense, Inc., of Fairfax, Virginia, by the Department of Defense,
          Defense Advanced Research Projects Agency (DARPA), under request for
          proposals (RFP) No. HRO01 1-14-R-0001 for unclassified information technology
          (IT) services and support. DKW challenges the agency's evaluation of its proposal
          and the agency's best value tradeoff decision.


We sustain the protest in part and deny it in part.
