  which transmitted a request from the Chairman of the Rouse Appro-             !  !
  priations C tittee asking that you rule on the legality of applying
  collected reinbursements to the current year. Reference is also
  made en my letter of October 2. 1974 which requested legal opinions
on additional { sues relating to the 3hairaan~srequest.
