DECISION Affolter Contracting Company, Inc., of La Marque, Texas, protests the award of a contract to Coastal Dredging Company, Inc., of Slidell, Louisiana, under request for proposals (RFP) No. AG-7217-S-14-0007, issued by the United States Department of Agriculture (USDA), Natural Resources Conservation Service, for shoreline and marsh restoration. The protester contends that the agency unreasonably evaluated its technical approach, past performance, and key personnel/project management plan, resulting in a flawed best-value tradeoff and source selection decision.
