         DIGEST

         1. Protest that agency failed to engage in meaningful and equal discussions with
         protester is denied where record shows that the agency's multiple rounds of
         discussions adequately led offeror into all areas requiring revision.

         2. Protest challenging agency's cost realism evaluation is denied where the record
         demonstrates that the agency's conclusions were reasonable.

         3. Protest challenging the agency's technical evaluation is denied where record
         shows that the evaluation was reasonable and consistent with the stated evaluation
         criteria.
         DECISION

         Bart & Associates, Inc., of McLean, Virginia, protests the award of a contract to
         Northrop Grumman Technical Services, Inc. (Northrop), of Herndon, Virginia, under
         request for proposals (RFP) No. HSBP1012ROO26, issued by the Department of
         Homeland Security (DHS), U.S. Customs and Border Protection (CBP), for software
         application development, modernization, enhancement, and operations and
         maintenance services for CBP's Passenger Systems Program Directorate (PSPD).
