Protest challenging the reasonableness of an agency's past performance evaluation is denied where the record shows that the agency evaluated proposals reasonably and in accordance with the terms of the solicitation and applicable law and regulation. 2. Protest challenging an agency's best-value tradeoff selecting a higher technically-rated, higher-priced proposal is denied where the decision was reasonable and consistent with the terms of the solicitation. DECISION Green Earthworks Construction, Inc., of Tacoma, Washington, protests the award of a contract to All Phase Services, Inc., of Delray Beach, Florida, by the Department of the Air Force under request for proposals (RFP) No. FA4620-14-R-B002 for demolition and hazardous materials abatement services. The protester challenges the agency's evaluation of offerors' past performance and best-value tradeoff. We deny the protest.
