          DIGEST

          1. Protest challenging agency's cost, technical, and past performance evaluations
          is denied where the record demonstrates that the agency's conclusions were
          reasonable.

          2. Protest challenging agency's best value tradeoff determination is denied where
          the record demonstrates that the agency's tradeoff decision was reasonable and in
          accordance with the terms of the solicitation.
          DECISION

          The SI Organization, Inc., (SI)1 of Chantilly, Virginia, protests the award of a contract
          to TASC, Inc., also of Chantilly, under request for proposals (RFP) No. HM1572-13-
          R-0007, issued by the National Geospatial-Intelligence Agency (NGA) for an
          applications operations service provider. SI argues that the agency's evaluation of
          technical, past performance, and cost proposals was unreasonable. The protester
