           DIGEST

           1. Protest challenging the agency's evaluation of protester's staffing plan is denied
           where the agency reasonably determined that protester failed to propose sufficient
           personnel.

           2. Protest challenging the agency's evaluation of vendors' technical approaches is
           denied where the evaluation was reasonable, conducted in accordance with the
           solicitation's evaluation criteria, and otherwise unobjectionable.

           3. Protest challenging agency's evaluation of past performance and relevant
           experience is denied where the agency properly treated these criteria as two distinct
           evaluations, and where the evaluations were otherwise reasonable and consistent
           with the solicitation.

           4. Protest contending that agency's source selection decision placed undue weight
           on a significant weakness in its quotation is denied where it was not improper for
           the agency to find the significant weakness to be a primary discriminator in its
           decision to award to a higher-priced vendor.
           DECISION

           Amyx, Inc., of Reston, Virginia, protests the issuance of a task order to 22nd
           Century Technologies, Inc., of McLean, Virginia, pursuant to request for quotations
