         DIGEST

         1. Agency reasonably rated protester's proposal as acceptable, but not
         outstanding, under the technical evaluation factor where protester's initial proposal
         contained multiple assumptions that were inconsistent with the solicitation
         requirements and, although improved through two rounds of discussions, did not
         reasonably meet the solicitation standard for an outstanding rating.

         2. Agency properly considered awardee's explanation regarding the basis for its
         labor rates, and reasonably determined that awardee's cost/price was reasonable
         and realistic.

         3. Agency's evaluation under the management and technical evaluation factors
         properly incorporated the agency's risk assessments, as contemplated by the terms
         of the solicitation.
         DECISION

         Advanced Alliant Solutions Team, LLC (AAST), of Fairfax, Virginia, protests the
         Department of the Air Force's issuance of a task order to Agile Defense, Inc., of
         Fairfax, Virginia, pursuant to request for proposals (RFP) No. FA8726-14-F-ARE2
