DECISION Starlight Corporation, Inc., of San Diego, California, protests the terms of request for proposals (RFP) No. FA3047-14-R-0006, issued by the Department of the Air Force for aircraft services. Starlight, the incumbent contractor (and a women-owned small business, WOSB), asserts that the RFP should not have been set aside for service-disabled, veteran-owned small businesses (SDVOSB).
