         DIGEST

         1. Agency did not conduct discussions when it had limited communications with
         offerors regarding adverse past performance and proposal ambiguities; accordingly,
         the agency was not required to conduct discussions with protesters prior to
         eliminating their proposals from the competitive range.

         2. Protests of elimination of protesters' proposals from the competitive range are
         denied where the record shows that agency's evaluations were reasonable and
         supported by record, or that protesters suffered no prejudice.
         DECISION

         Presidio Networked Solutions, Inc., of Greenbelt, Maryland; Mercom Corporation, of
         Pawleys Island, South Carolina; and MicroTechnologies, LLC, of Vienna, Virginia
         protest the exclusion of their proposals from the competitive range by the
         Department of the Army, Army Materiel Command, under request for proposals
         (RFP) No. W52P1J-1 1-R-0171 issued to procure what the Army terms as
         Information Technology Enterprise Solutions 3 Hardware (ITES-3H). The protesters
         raise various challenges to the evaluation of their own proposals, the conduct of
         discussions, and the competitive range determination.
