           DIGEST

           1. Protest that the agency failed to evaluate the protester's technical proposal and
           past performance in accordance with the terms of the solicitation is denied where
           the record shows the evaluation was reasonably related to the stated evaluation
           criteria.

           2. Agency's selection of a higher-rated, higher-priced proposal for award is
           unobjectionable where the agency's tradeoff decision was reasonable, and where
           the agency adequately documented the basis for the award.
           DECISION

           Computech, Inc., of Bethesda, Maryland, protests the award of a contract to Power
           Auctions LLC, by the Federal Communications Commission (FCC) under request
           for proposals (RFP) No. FCC1 3R0006 for auction bidding software. Computech
           argues that the agency's evaluation of its proposal and subsequent award decision
           were improper.


We deny the protest.
