          DIGEST

Protest is sustained in a Federal Supply Schedule procurement that provided for
issuance of a task order on a best-value basis, where the agency failed to
reasonably assess the comparative merit of the vendors' past performance as

Immigration and Customs Enforcement (ICE), for school certification support
services. CPS challenges the agency's evaluation of quotations and selection
          decision.

          We sustain the protest.
