          DIGEST

          Protest that the agency used unstated evaluation criteria in assessing weaknesses
          in the protester's proposal is sustained where the agency's evaluation was based
          on criteria that offerors could not have reasonably known to address in their
          proposals.
          DECISION

          Risk Analysis and Mitigation Partners (RAMP), of Fairfax, Virginia, protests the
          evaluation and nonselection of its qualification statement for negotiation of an
          architect/engineering (A/E) services contract, pursuant to solicitation/synopsis
          No. HSFE60-14-R-0003, issued by the Department of Homeland Security, Federal
          Emergency Management Agency (FEMA), for architectural and engineering
          services.' RAMP challenges the agency's evaluation as unreasonable.

          We sustain the protest in part, and deny it in part.
