Protests challenging an agency's past performance evaluation are denied where the agency reasonably considered past performance information received in response to questionnaires, the past performance information retrieval system, and follow-up conversations regarding recent and relevant contracts consistent with the solicitation's evaluation criteria. 2. Protest that an agency disparately evaluated offerors' under technical and past performance criteria is denied where the agency reasonably recognized that the offerors presented differing technical solutions and past performance records.
