         DIGEST

         1. Protest challenging the evaluation of the awardee's past performance is denied
         where the record shows that the agency reasonably considered the awardee's
         performance record in accordance with the solicitation criteria.

         2. Protest challenging the contracting officer's affirmative determination of
         responsibility for the awardee is dismissed where the protester's allegation
         concerning the awardee's potential financial risks does not constitute the type of
         information that, by its nature, would be expected to have a strong bearing on
         whether the awardee should be found responsible, as required for review by our
         Office.
         DECISION

         R4 Integration, Inc., of Fort Walton Beach, Florida, protests the award of a contract
         to TKC Aerospace, Inc. (TKCA), of Anchorage, Alaska, under request for proposals
         (RFP) No. SAQMMA1 4R01 97, issued by the Department of State (DOS), for two
         modified Raytheon Beechcraft 1900D fixed-wing aircraft.' R4 contests the agency's
         past performance evaluation of TKCA and determination that TKCA possessed
         adequate financial resources.
