Strijder challenges the agency's evaluation of proposals. We deny the protest. BACKGROUND The RFP, issued as a small business set-aside, provided for the award of a fixed-price contract for canine training, kennel support, and related travel for the Naval Special Warfare Command for a base and 4 option years.1 A detailed statement of work (SOW) described the required services.
