          DIGEST

          1. Challenge to the evaluation of the realism of the awardee's proposed price and
          cost is sustained where the record does not demonstrate that the agency's
          evaluation was reasonable.

          2. Challenge to the evaluation of the protester's technical approach is sustained
          where the contemporaneous record does not support the agency's explanation for
          its assessment of the merits of the protester's proposal.
          DECISION

          Solers, Inc., of Arlington, Virginia, protests award of a task order to Data Systems
          Analysts, Inc. (DSA), of Fairfax, Virginia, by the Department of Defense, Defense
          Information Systems Agency (DISA), under request for proposals (RFP)
          No. E200549.00 for the development and sustainment of the Defense Industrial
          Base Network (DIBNet). The protester argues that the agency failed to reasonably
          evaluate the awardee's proposed price and cost, and the protester's technical
          proposal.
