DIGEST Protests challenging an agency's determination that the awardee's low fixed price was realistic are denied, where the agency found that the awardee's low price reflected the firm's technical approach (that differed from that of the other offerors and the government's estimate). DECISION Bechtel National, Inc., of Reston, Virginia, and AMEC Programs, Inc., of Alpharetta, Georgia, protest the award of a contract to Kellogg, Brown & Root Services, Inc. (KBR), of Arlington, Virginia, under request for proposals (RFP) No. W912GB-1 3-R- 0003, issued by the Department of the Army, Corps of Engineers, for the construction of an Aegis Ashore Missile Defense System complex at Deveselu Air Base, Romania. Bechtel and AMEC challenge the agency's technical and price evaluations. We deny the protests.
