DECISION Air USA, Inc., of Quincy, Illinois, protests the terms of request for proposals (RFP) No. N0001 9-12-R-1 001, issued by the Department of the Navy, Naval Air Systems Command for contracted air services. The protester alleges that the solicitation's requirement for airworthiness data documentation at the time of proposal submission is unduly restrictive of competition. We deny the protest.
