Protest challenging the agency's evaluation of offerors' technical proposals is denied where the evaluation was reasonable and consistent with the stated evaluation criteria, reflected equal treatment of the offerors, and was adequately documented. 2. Protest that the agency failed to provide meaningful discussions with the protester is denied where the agency specifically advised the protester that its implementation plans were not tailored to each of the solicitation's functional areas. 3. Protest challenging the agency's evaluation of the offerors' past performance is denied where the evaluation was reasonable and consistent with the stated evaluation criteria, and the agency was not required to give protester additional credit based solely on its status as the incumbent contractor. 4. Agency's selection of a higher-rated, higher-priced proposal for award is unobjectionable where the agency's tradeoff decision was reasonable, and where the agency adequately documented its trade-off rationale.
