           DIGEST

           1. Protest that evaluation ignored changes in awardee's revised final technical
           proposal is denied where record shows that evaluators were aware of all changes
           made in final proposal revision and reasonably concluded that the changes did not
           materially diminish the strength of the proposed approach.

           2. Best value determination was unobjectionable where source selection authority
           reviewed vendors' respective non-price strengths and reasonably determined that
           protester's technical advantage did not outweigh competing vendor's significantly
           lower price.
           DECISION

           Worldwide Information Network Systems, Inc., of Seabrook, Maryland, a wholly-
           owned subsidiary of ManTech International Corporation, protests the Defense
           Intelligence Agency's (DIA) issuance of a task order to Lockheed Martin
           Corporation, of Gaithersburg, Maryland, under task order request (TOR)
           No. HHM402-13-R-0038, for enterprise infrastructure engineering services (EIES).
           Worldwide challenges the evaluation of technical proposals and the source
           selection.
